Following the EP polls, the SLMC and the UNP are to canvass support of other Opposition parties to demand a full implementation of the 17th amendment to the constitution delayed by the President, which they say, is providing the climate conducive to Govt. to violate election laws and unleash terror with impunity, as was the case in the recent EP polls.
The failure of the appointment of Independent Commissions under the 17th amendment has enabled the Govt. to rig elections wholesale and win, it is alleged. With regard to the recent EP polls, the Elections Commissioner has categorically stated that he has no powers to deal with election law violations as there is no Election Commission appointed. It is the consensus that the President is deliberately delaying the appointment of independent Commissions , which include the police Commission, Elections Commission and the Public service Commission among others to enable his politicization and carry on his activities whimsically not acting within a legal framework, so that he can appoint his own lackeys and inefficient stooges who would slavishly dance to his tune .Indeed , the 17th amendment was designed to de politicize these important Govt. Institutions in order that they function efficiently free from politics and undue influence, so that the top Officers in the Govt. ranks could perform their duties honourably and fearlessly. In the present context ,without the independent Commissions , not only are the Govt. Officers under constant threat of reprisals from the President’s Office if they don’t act according to his caprice undermining the laws and regulations, they , ( like the Election Chief ) are paralysed ,with no powers vested in them to act legally and legitimately , whereby they are bound to take instructions from the politicos , no matter how lethal they are to the people and the country. |
